1. Remember that most PTs agree that it doesn't matter which PT school you graduate from. Unless you have some other reason you feel is more important than cost (i.e. location, family nearby, etc.) it is usually best to go to the cheapest school.
2. State schools are almost always cheaper than private schools. Try to apply to more state schools than private schools and if you don't get into a state school have a few backup schools that are private.
